1. On 28 September 2023, the Chinese Institute of International Law at China Foreign Affairs University was privileged to host a Workshop on the International Law Commission (ILC) Draft Conclusions on General Principles of Law Adopted on First Reading, in the presence of Mr. Marcelo Vázquez-Bermúdez, the ILC Special Rapporteur on this topic. Apart from the Special Rapporteur, the participants are Chinese scholars who have taken some special interest in the topic, and they are from institutions based in Beijing and beyond, including all the way from New York City and Oxford. For a whole day, the participants commented and debated on the Draft Conclusions, with the Special Rapporteur personally taking notes, and responding to queries as well as putting questions to the participants. The group thoroughly enjoyed the entire event, which apparently is the first such workshop in China with an ILC special rapporteur.
2. The participants congratulated the Special Rapporteur on his most impressive reports and the ILC, and the Special Rapporteur in particular, on the Draft Conclusions and the commentaries adopted on first reading. They paid attention to a variety of issues and presented a variety of viewpoints, as usual. Some, not all, of the participants committed their remarks to writing, which are presented here in this Special Section of Letters on ILC Draft Conclusions on General Principles of Law Adopted on First Reading.
3. There is no need for me to summarize these viewpoints here, but I cannot resist mentioning, randomly, some views, which were touched upon during the discussions and/or presented here in this Special Section.
